وُلد جوزيف فالوغي عام 1950 . درس أصول فنّ الرسم والتصوير في مَعهَد الفنون الجميلة. تخرّج عام 1977 بعد أن قدّم أطروحة تناوَلَت فنّ عُمر اللوحة للفنان جوزيف فالوغيأُنسي البَيروتيّ المَولِد والذي يعتبر من أهم وألمع رسّامي النهضة الفنية اللبنانية إن على صعيد الزيتيات أو المائيات. ولا بدّ من الإشارة إلى أن ألأُنسي، قد أُعجب بانطباعية (impressionisme) استاذه الأول خليل الصليبي، فالقرية اللبنانية، بطبيعتها، وعاداتها وتقاليدها ووجوه أهلها شكَّلَت مَصدَر الوحي والإلهام لجميع الفنانين.
عضو في جمعية الفنانين اللبنانيين. له عدة معارض فردية أهمّها (Interférence) ٣٤ زيتية (huile sur canevas
